The Port of Inverness is operated as a Trust Port, which  is an independent statutory body governed by its own local legislation and run by an independent board who manages the assets for the benefit of all stakeholders. As a Trust Port, Inverness Harbour Trust has no shareholders or owners and therefore any profits are reinvested in the port for the benefit of all stakeholders.

In addition to the various statutory provisions affecting the Port, the Trustees are guided by "Modern Trust Ports for Scotland, Guidance for good governance" prepared by Transport Scotland. Other documents including the “On Board Guide to Good Governance” are referred to in order to maintain best practice.
